There was a ruling made on April 2011 that makes it a requirement for the presence of the complete names of your parents on the birth certificate. Personal Appearance
Your personal appearance is required when submitting your papers. Upon reaching the office, there will be a few questions asked of you and your documents will be reviewed. When everything is satisfied, the payment for the expedited processing will be asked from you.

The expedited process will take under 21 days to finish. Those who would like to monitor their application can use a tracking service that has been made for this purpose. It is a webpage that requires your last name, birthday, and your Social Security Number’s last four digits.
